"Nearly all of the following articles, stories and verses have variously appeared in the Osaka Mainichi, Tokyo Nichi Nichi, Japan Chronicle, Japan Advertiser, Japan Times, the Far East and the Herald of Asia." - from the Acknowledgement.

I cannot find out much about Eills. It appears he had some role in the Japanese government. At one point it appears the U.S. governemnt attempted to extradite him for perjury in 1913 - 1915, in a child custody suit, which the Japanese Government resisted. I don't know the outcome or the controversy.
